Justification: renders package unusable

Steps to reproduce:

$ python3
Python 3.6.6 (default, Jun 27 2018, 14:44:17)
[GCC 8.1.0] on linux
Type "help", "copyright", "credits" or "license" for more information.
>>> from PyKDL import *
Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
ModuleNotFoundError: No module named 'sip'


Probably just a missing dependency?
