python-xarray 0.11.0-1 made this surprising addition in its
dh_auto_install override:
rm -rf debian/python3-xarray/usr/lib/python3.7

This results in a basically empty package on Ubuntu 19.04 Alpha where
python3.7 is the only supported python3 version.

I am filing this as serious since python3.7 will soon be the only
supported python3 version in Debian Unstable.

In my next email, I am attaching a patch that might fix this issue. At
least the build completes successfully in both Debian Unstable and
Ubuntu 19.04 but I didn't try running it or running any tests.
