Hi Sebastien,

The range between priority numbers of OpenBLAS and Atlas is a bit narrow.
I think it isn't enough for furture usage when BLIS landed onto the
archive, especially when we wanted to provide libraries in different
multi-threading flavors, e.g.

  OpenBLAS (40) > BLIS/omp (38) [*] > BLIS/pthread (37) [*]
   > BLIS/serial (36) [*] > Atlas (35) > Netlib (10) > MKL (1)
   > nvBLAS (-100) [*]

It's very crowded in the range from 35 to 40. Items marked with [*] are
in my todo-list. Based on that, I suggest we raise OpenBLAS's priority
to 100 .
