Bug#900429: protobuf 3.5.2 transition and ignition-transport

I don't agree, both worked fine with older protobuf versions and where 
not touched for the migration. Also, this would not help for the next 
migration (given both would be compatible).

I think this needs to be handled by protobuf, maybe provide a helper 
like dh_numpy3 to inject the version build against.
