Only adjusting shebang is not sufficient.  The file tools/fold_toc.py
is definitely Python2.  I tried:

$ 2to3 -w fold_toc.py 
RefactoringTool: Skipping optional fixer: buffer
RefactoringTool: Skipping optional fixer: idioms
RefactoringTool: Skipping optional fixer: set_literal
RefactoringTool: Skipping optional fixer: ws_comma
RefactoringTool: No changes to fold_toc.py
RefactoringTool: Files that need to be modified:
RefactoringTool: fold_toc.py


But for whatever reason it is not changed automatically.  Am I missing
something?
