That's pretty exactly how things are handled.

An even better example than yours:

Some of the current mips buildds do have an FPU, and some don't.
Some packages do not build on the buildds without FPU.

The solution is to blacklist these packages for the buildds without FPU.

And after the blacklisting the RC FTBFS bugs are closed
since they are no longer happening on buildd.debian.org.
