Bug#926814: deal.ii: Upgrade build dependency from liboce to libocct

Dear Maintainer,

Currently deal.ii builds against liboce, OpenCASCADE Community Edition,
which is based on OpenCASCADE 6.9. Recently the mainline version of
OpenCASCADE, libocct (OpenCASCADE Technology) was reintroduced to
Debian. The current libocct version is 7.3, which contains many
significant improvements over 6.9.

I have created a PR on Salsa for this change:
