We are a free software distribution. We don't agree that the end user
*must* be able to rebuild the package?

For the record: I can build 99.99% of Debian with a single CPU, and
only a handful of packages FTBFS with a single CPU. Not 10 and not
100, only a handful. Since VPS providers have small machines where
building packages is still cheaper, there is no clear benefit in
"deprecating" building in single-CPU machines.

So: Could I know please when exactly this started not to be RC, if
that's the case? Please state exact date and how many bugs had to be
downgraded after the decision was made (AFAIK, this has never happened).
