Bug#926935: arpack: FTBFS (does not honor parallel=n in DEB_BUILD_OPTIONS)

Anyone objecting on applying Santiago's patch to src:arpack to fix the
occasionnal FTBFS on single-core builders?

If not, then I am happy to prepare a release.
