Followup-For: Bug #934941
We can drop python-sklearn dependencies to help the python2 RM
transition.
Note though that bumps does use sklearn (in bumps/dream/entropy.py).
We've currently disabled dream tests since there is a test error in
bounds handlers test,

Once that is fixed python3-sklearn will need to be added back to test
dependencies.
But we can live without it in python-bumps. Long live python3.
