According to pyqtgraph/Qt.py, pyqtgraph can optionally use
python[3]-pyqt5.qtsvg and python[3]-pyqt5.qtopengl, so these packages
should be added to recommendations.

Please make this change, it is simple enough. Furthermore, we are going
to remove Qt 4 from Bullseye so please just depend on python[3]-pyqt5
and remove the pyqt4 and pyside alternatives.

I am bumping the severity to RC in line with the other Qt 4 removal bugs
filed.
