Scotch 6.0.8 fixed test_libmetis (upstream bug #21768).

But bump_b1.grf causes problems elsewhere

$ LD_LIBRARY_PATH=../../lib/ ./test_scotch_graph_order data/bump_b1.grf
Segmentation fault

New bug reported upstream #21771.
