Apparently the two tools in Debian depending on libmseed (sac2mseed and
mseed2sac, which I maintain in the Science team) do not support
libmseed3 yet. Upstream ships them with a "vendored" version of
libmseed2 within their source tree, which is excluded from the Debian
source package as we want to use the packaged version.

I have the packaging for libmseed3 ready and I will upload it to
experimental at some point (it needs to go through NEW as there's a new
binary package), however there is no strong reason to do so urgently.
