Bug#945314: freecad: FTBFS on several architectures

I believe this is caused by a change in the pyside2 upstream source: since
PySide 5.13, the CMake files shipped in libshiboken2-dev have a dependency on
the /usr/bin/shiboken2 executable. However libshiboken2-dev does not depend on
shiboken2, which causes freecad to FTBFS. I've reported the missing dependency
as bug #946082.
