Downgrading to python3-h5py from buster makes the problem go away. But
it also removes mpi from the loop.

I can reproduce the original problem if I take some OpenCL hello world
program (e.g. https://gist.github.com/ddemidov/2925717 with s/GPU/CPU/)
and insert MPI_Init(&argc, &argv; - no python needed
