Bug#921256: RM: apriltag [arm64 armel armhf mips64el mipsel] -- RoQA; gcc hits 150 minute buildd timeout

gcc hits the 150 minute timeout when compiling on several
architectures including arm64 (which has relatively fast buildds),
see #920894 for details.

The root cause is clearly a gcc bug,
and isn't likely to be fixed in time for buster.
