Bug#919273: libblis2: BLAS alternative is broken

It doesn't work just to link libblis to libblas as a BLAS alternative
because the soname is wrong.  [The openblas package gets it right,
though in a heavyweight way as far as I remember.  The Fedora blis
packaging uses trivial shims
