It is a bit of a nuisance.  The timeout doesn't happen every time, and
when it does happen, it's hanging on a different MPI test each time.

So not so simple to fix, apart from shutting down all MPI tests but
that seems a step too far. Fortunately the timeouts are not that
common (dolfin's tests are more robust than hypre's).

There is a fragile relationship between openmpi and pmix. I wonder if
the test timeouts might be related to that.  The current new pmix has
broken all mpi tests (by losing track of libpmix.so though, not by
timeouts).
