Bug#931540: transition: statsmodels 0.8 -> 0.9 or 0.10

My feeling is 0.9 first, but whomever does the work gets to decide.

That's a nice short list!  I see (using reverse-depends) most of those 
are Reverse-Recommends as opposed to Reverse-Depends.  Do you think it 
would be possible to drop the python 2 packages at the same time?
