Scotch 6.0.7 FTBFS on most arches,

The error message looks like:

test_libmetis is new in 6.0.7 but the test failure seems to be
localised in the sense that only bump_b1.grf fails.
test_libmetis succeeds on bump.grf and bump_imbal_32.grf.
bump_b1.grf passes on ppc64el, hppa and m68k.


Debian patch skip_failing_tests.patch has been prepared to skip
test_libmetis bump_b1.grf.  But waiting to hear back from upstrea
https://gforge.inria.fr/tracker/index.php?func=detail&aid=21768&group_id=248&atid=1079
to hear whether the failure indicates a bigger problem in 6.0.7,
meaning we should keep 6.0.6 for the time being.
