Yeah, that is the present situation, the FTP team insist that uploads to NEW come with binaries so they can inspect them before approving the upload and there is currently no mechanism to prevent those binaries from going on to enter the archive. So the only way round this is to upload twice, once to get through new and then a second time to get through testing migration.

I agree this situation is suboptimal, but afaict there is nothing us regular DDs can do about it, if we want to get packages into releases, we have to play by the FTP teams and the release teams rules :/
