Bug#943599: libarpack2-dev missing headers

The dev package is missing the c headers and the c++ headers.

I suggest to configure using "--enable-icb" to install c++ headers, it should list these: 

$ ls /usr/include/arpack/
arpackdef.h  arpack.h  arpack.hpp  debug_c.h  debug_c.hpp  debug.h  parpack.h  parpack.hpp  stat_c.h  stat_c.hpp  stat.h
