Bug#941138: bossa: Should bossa be removed from Debian?

I think it's time to remove the bossa package:

* The last maintainer upload was in 2014 (over five years ago)
* The last upload (NMU) has not been acknowledged for almost 2 years
* Upstream is up to version 1.9.1 whereas Debian has 1.3
* Popcon is low: bossa - inst:161 vote:24; bossa-cli - inst:248 vote:32
* bossa's only reverse dependency (checked with reverse-depends) is a
  Recommends by electronics-microcontrollers, which appears to be a
  virtual package.

If there are no objections within 2 weeks, I'll file a bug to remove it
from electronics-microcontrollers and escalate this to an RM request.
