says

with the introduction of the new SMESH a while ago MeshPart now depends
on the VTK library. This is a somewhat tricky dependency which is not
easy to meet on all Platforms. Hence it seems the OpenSuse guys
disabled all relevant modules like FEM and MeshPart. Currently things
need to be sorted out after this change, this may take a while. But I
think it is a good idea to inform the opensuse freecad maintainers of
the consequences of this disabling of th emodule.

(I did not check yet if the freecad package is using VTK)
