Your debian/copyright file is way out-of-date or does not match.  Also
it lists files as excluded, that are actually included.  Because I can't
really see what is the actual license state, I'm rejecting this.
 
lintian shows for example:

W: coinmp source: file-without-copyright-information Cbc/CbcSourceFilesTable.csv
