cernlib patch for glibc-2.32

Hi,

I submitted the patch to Gentoo's Bugzilla but was asked whether I informed the 
upstream. And as far as I know you maintain the cernlib, so you might be interested.

If you provide >=lapack-3.6 then this change should fix problem which I faced 
with lapack-3.9:

     sed -e "s/DGEQPF/DGEQP3/g" -i \
         src/mathlib/gen/d/d501l1.F
         src/mathlib/gen/d/dsumsq.F
         src/mathlib/gen/d/dfunft.F
