Bug#950429: rdeps testing

These packages in main import and/or depend on statsmodels:
debian-science pandas plotly pysal python-bumps python-mne seaborn 
tnseq-transit

A build+autopkgtest of these found no statsmodels-related breakage.  (It 
did find one pre-existing FTBFS, seaborn #950695.)

There are some test failures in statsmodels itself:
armel - segfault
armhf - more #924036
ppc64el/s390x - 19 similar-looking non-warnings
ppc64el - 1 wrong answer
