Bug#951300: python3-vtk7: can python extensions be built for all python versions?

Package: python3-vtk7
Version: 7.1.1+dfsg2-2
Severity: normal

Currently python3-vtk7 only builds .so extensions for python3.7.
So `import vtk` fails on python3.8.

Is it feasible to expand the build to cover all available python
versions?
