Bug#948773: [gmsh] provide a package for private headers

Could you please add a package for private headers that may be needed for
some apps (like Salome)?

The private headers can be simply installed using
the cmake option: -DENABLE_PRIVATE_API:BOOL=ON

Note that this package could be optionally installed just like
netgen-headers.
