I believe I am missing something; could you expand on this?

I can't find any remnants of Python2 in the package.

In the control file, the binary package only depends on
${python3:Depends}, and this is substituded with

    $ grep python3 debian/libsvm-tools.substvars
    python3:Depends=python:any
