Bug#950430: pymatgen will need pandas 1.0

A proposed new package (pymatgen #962268) requires pandas >= 1.0.1.

Current status:
- pandas 1.0.4 is in experimental, and FTBFS on s390x and ppc64el
- psychopy (previously untestable) works
- python-biom-format still fails
- Others have not been retested
