in fact it may be problem of apt, since we do have libgcc-9-dev-i386-cross:all

It is a :amd64 package, it shouldn't  depends on :i386 package.
To depends on libgcc-9-dev:i386, we need a gccXX-9:i386, that's just
what I want to do gcc64-9:i386.
