Bug#962712: please add support for x13as

Dear Maintainers,

statsmodels is able to take advantage of X-13ARIMA-SEATS (a.k.a. x13as) for
performing seasonal adjustment of time series.

x13as is now packaged in Debian (though in the non-free archive area), so it
would be nice if statsmodels could take advantage of it.

At least, a Suggests relationship should be added (note that a Recommends or a
Depends is not possible, since x13as is non-free, see Policy §2.2.1).

I did not investigate whether installing the x13as package is enough to get
support from statsmodels (since x13as will be in the $PATH), or whether
additional modifications are needed.
