Bug#953440: libvtk7.1 does not include xdmf3 libraries

Package: libvtk7.1
Version: 7.1.1+dfsg1-12

I’m posting after suggestion from the Ubuntu team (https://answers.launchpad.net/ubuntu/+source/vtk7/+question/689223). 
 recently switched to using xdmf3 instead of xdmf in a library I’m working on, and I started to get this error with libvtk7.1 package: 

```
CMake Error at /usr/lib/cmake/vtk-7.1/vtkModuleAPI.cmake:120 (message):
   Requested modules not available:
    vtkIOXdmf3
```

In my opinion the package should also ship the xdmf3 libraries, since they’re available upstream: https://github.com/Kitware/VTK/tree/v7.1.1/ThirdParty/xdmf3
