Bug#902150: ceres-solver FTBFS on arm64/ppc64el: evaluation_callback_test (Failed)

Hi Maintainer

I've re-opened this bug since the problem persists, but have lowered
the severity since the ceres-solver binaries were removed on arm64 and
ppc64el.

I noticed the evaluation_callback_test started failing on i386 and is
now skipped there [1].
Would it be reasonable to skip that test on arm64 and ppc64el as well?
