Bug#973589: pandas: please temporarily drop the build-dependency on python3-numba

Hi Maintainer

Pandas has a build-dependency on python3-numba which currently FTBFS
with Python 3.9 [1] and is RFA [2].  This blocks the migration of
python3-defaults with Python 3.9 as a supported version.  Please
temporarily drop the build-dependency on python3-numba until it is
compatible with Python 3.9.

While the FTBFS on numba is RC, numba is not considered for
auto-removal as it is a 'key package' [3] in Debian due to the
following:

- reason: pandas build-depends python3-numba
  source: numba

- reason: matplotlib build-depends python3-pandas
  source: pandas

- reason: popcon *
  source: matplotlib

* packages with more than 5% of the total installations by popcon
(currently ~10k installations) are considered key packages and not
considered for auto-removal, and python3-matplotlib has ~13k [4].
