The Python 3.9 rebuild of ros-rospack is missing in the ~ginggs
repository, probably due to bug #973291.
Linking against the old Python 3.8 version from sid causes the build
failure.
I verified that the build succeeds with an updated librospack-dev, so
I'm merging this bug.
