Bug#976127: python3-vtk9: ships vtk modules which are also packaged by python3-paraview in testing

During upgrade on unstable from paraview 5.7 and python3-vtk7 to the
new paraview 5.9 and python3-vtk9, I got this file conflict error:

Unpacking python3-vtk9 (9.0.1+dfsg1-2) ...
dpkg: error processing archive /var/cache/apt/archives/python3-vtk9_9.0.1+dfsg1-2_amd64.deb (--unpack):
 trying to overwrite '/usr/lib/python3/dist-packages/vtk.py', which is also in package python3-paraview 5.7.0-5+b3
dpkg-deb: error: paste subprocess was killed by signal (Broken pipe)

This is the VTK9 counterpart to Bug#975004 filed against
python3-paraview.  I think python3-vtk9 also needs a breaks/replaces
against python3-paraview 5.7
