Bug#971933: src:rheolef: rheolef FTBFS: ...cut-bisector.eps: No such file or directory

Package: src:rheolef
Version: 7.1-1
Severity: serious
Justification: FTBFS

rheolef fails to build from source.

The error simply seems to be that
mosolov-sector-P2-Bi-0-5-n-1-cut-bisector.eps is not built in an
arch-dependent build, but docs are still built and the error is
triggered trying to delete the image file which has not been created.

The failure apparently only occurs on arch-dependent (arch:any) builds.

Probably the best solution is to separate the doc build into a separate
arch-independent rule in debian/rules (e.g. override_dh_auto_build-Indep)
such that docs are never built on an arch-dependent build
(dpkg-buildpackage -B)
