Bug#969523: scikit-learn: Please exclude autopkgtests as well

Hi Maintainer

You recently excluded tests failing with SciPy >= 1.5 on s390x, alpha,
ppc64 in debian/rules [1].  Would you please exclude them from the
autopkgtests as well?  Otherwise this appears as an autopkgtest
regression on s390x.

I'm happy to do this in a team upload, if you have no other changes planned.
