pandas 1.1.x is currently in experimental.  The upstream description 
suggests this is not supposed to be an API break, but does have new 
warnings.

(Note that 
https://release.debian.org/britney/pseudo-excuses-experimental.html#pandas 
does not require the reference (unstable) test to be up to date: the 
other "regressions" it lists are where the reference was old enough to 
be 0.25.x.)
