Bug#970566: src:sleef: autopkgtest on non-amd64: please exit 77 and use restriction skippable

Dear maintainers,

Your package has an autopkgtest, great. However, it doesn't test the
installed binaries in any way on non-amd64 architectures. While bug
#970513 against the autopkgtest package is still unfixed, please mark
the test as skippable and exit with code 77 instead of 0 in the current
test, so that the test is treated properly by the migration software.
