Bug#992432: RFS: frobby (NEW binary package)

Due to [1], frobby needs a soname version bump and hence a NEW binary package
(libfrobby0 -> libfrobby1).  As a DM, I'm not able to upload packages to the
NEW queue.  Would anyone be able to review/sponsor?
