Bug#1000376: calculix-ccx-doc: wrong version of calculix documentation (not updated to v2.17?).

I have submitted two merge requests to calculix-ccx-doc to update the documentation:
* upstream branch: removed ccx_2.11/* and added ccx_2.17/*
* master branch: updated debian folder to reference the updated version (2.17) and fix various lintian warnings
