In reproducible-builds build logs the following warning is in bullseye 
and later but not in buster:
     dh_python3 -O--buildsystem=pybuild
  I: dh_python3 pydist:313: Cannot find package that provides suds_jurko. Please add package that provides it to Build-Depends or add "suds_jurko python3-suds-jurko" line to debian/py3dist-overrides or add proper dependency to Depends by hand and ignore this info.

Looking at [1], there might be a bigger problem than just a missing dependency.
