Bug#981646: arpack: dseupd randomly fails on mips64el arch

Dear Maintainer.

	It appears that dseupd_ randomly fails on mips64el arch.
	I attached a piece of C code that reproduces the issue.
	This is a regression since this issue does not show up
	on Buster.
