Builds against libtrilinos-ml-dev fails, e.g configuring petsc
--with-ml=1 gives

az_aztec.h is in libtrilinos-aztecoo-dev. Hence the fix is to set 
libtrilinos-ml-dev Depends: libtrilinos-aztecoo-dev
