Bug#984965: rheolef: /usr/bin/rheolef-config should be in package librheolef-dev, not rheolef

Dear Debian package rheolef maintainer,

Prior to rheolef/7.1-1, the file /usr/bin/rheolef-config was installed
into librheolef-dev since it is only useful for providing compile flags
for librheolef library. However since v7.1-1, this file is installed
into bin:rheolef. This might be incorrect.

Please consider moving /usr/bin/rheolef-config as well as its man page
back to bin:librheolef-dev. Thanks!
