Bug#1000818: python3-ulmo: if rebuilt now, missing python3-suds dependency

The current binary package has a python3-suds dependency, but the result 
of building the current source package in current unstable does not.  As 
suds is required to even import ulmo, this causes the autopkgtest to fail.

I don't know why this happened, or whether it's likely to affect other 
packages.  The other Depends didn't change.

The obvious quick fix is to add an explicit Depends to debian/control.
