Bug#997085: numba: FTBFS: AttributeError: 'Sphinx' object has no attribute 'add_stylesheet'

I believe the fix should be present at
https://github.com/numba/numba/pull/7122 . I haven't verified the patch,
though.

P.S. It might be a better solution if we could just to update to new numba
version.
